State Department — Executive Office, Engagement, and Multimedia Support Services

1. Background

The Office of the Special Envoy for American Tourism, Exceptionalism, and Values (S/E-ATEV) advances United States foreign policy objectives through strategic engagement, public diplomacy, and the promotion of American values and tourism. The Special Envoy operates in a high-visibility environment requiring coordinated executive support, engagement planning, event execution, and multimedia amplification.

To support this mission, the Department requires contractor support to provide engagement support and multimedia production services.

2. Objective

The objective of this requirement is to obtain contractor support to coordinate and execute engagements and events, and produce multimedia products that amplify the Special Envoy’s activities and messaging.

3. Scope of Work

The Contractor shall provide integrated support to the S/E-ATEV office across executive operations, engagement execution, and multimedia production.

The Contractor shall also provide a Multimedia and Event Specialist responsible for supporting the planning, execution, and documentation of engagements and events. This includes coordinating event logistics, supporting on-site execution, and working with venues, vendors, and stakeholders to ensure successful delivery of engagements. The Contractor shall provide professional videography and photography services and produce edited multimedia products suitable for digital and public diplomacy use. The Contractor shall ensure timely delivery of multimedia products aligned with engagement timelines.

The Contractor shall support travel coordination associated with engagements, including itinerary development and logistical coordination with event organizers. All activities shall be conducted in accordance with Department of State policies and procedures.

The Government retains responsibility for program direction, prioritization, and decision-making. The Contractor shall provide operational and execution support and shall not perform inherently governmental functions.

4. Deliverables

The Contractor shall provide deliverables, including briefing materials, meeting documentation, engagement coordination support, multimedia products, and travel support documentation. Deliverables shall be provided in accordance with timelines established by the Government and shall meet professional standards suitable for executive-level use.

5. Period of Performance

The period of performance shall consist of a twelve (12) month base period, with option periods as determined by the Government.

6. Place of Performance

Work shall be performed in the Washington, D.C. metropolitan area, as well as at domestic and international locations as required.

7. Security

The Contractor shall comply with all applicable Department of State security requirements and ensure proper handling of sensitive information.
